Rebuttal of Ben Freeman’s lies about the defense budget


The crappy, leftist DefenseOne website has recently (on March 14th) published a ridiculous article by anti-defense hack and former George Soros paid anti-defense propagandist Ben Freeman, now a “Policy Analyst on National Security Issues” at the “Third Way” think tank.

In his ridiculous screed, Freeman attacks what he claims are “Three Myths About the Defense Budget”, but in fact, it is his attacks on these supposed “myths” that are lies.

Firstly, Freeman denies that the defense budget proposed by Obama is small. Obama’s requested base defense budget is $495.6 bn, less than the amount enacted last year, and he’s also requesting $79.4 bn for the war in Afghanistan, a total of $570 bn.

This, alleges Freeman, is more than the military ever received under Ronald Reagan, so, Freeman quips, Obama cannot be accused of being weak on defense unless Reagan can also be.

But Freeman is lying. His claim is utterly false for two reasons. Firstly, the military actually received much more under Ronald Reagan, and secondly, yes, Obama IS very weak on defense, as evidenced by his structural and programmatic disarmament of the US military ever since taking office in 2009 (see below).

The biggest defense budget under Ronald Reagan, the one for FY1988, was $292.9 bn in FY1987 dollars (i.e. the dollars of the year in which it was enacted). Adjusted for inflation (using the DOL’s Inflation Calculator), that amounts to $605.30 bn – over $30 bn more than what Obama has requested.

And the cuts won’t stop there; in successive years, the defense budget will be cut further. OCO supplementals will eventually end after the Afghan war ends, and base defense spending will be cut significantly further due to the sequester – which, may I remind you, Obama first proposed and insisted on (and threatened to veto any attempts to undo it).

Of course, the gap between Reagan’s and Obama’s financial commitment to the military is even greater when you consider metrics far more accurate than raw dollar numbers.

During the Reagan years, the US spent 6% of its economy, and roughly 25-27% of the entire federal budget, on the military. Today, with war and DOE spending included, that is down to less than 4% of GDP – the LOWEST level since FY1948 – and less than 18% of the entire federal budget.

Freeman is also lying blatantly when he claims that the US spends 3 times more on the military than China and 5 times as much as Russia. His claim is based on OFFICIAL Chinese and Russian military spending figures. But, as anyone with even the smallest knowledge of these countries knows, Beijing and Moscow routinely and vastly understate their military budgets.

Independent analysts estimate China’s actual annual military budget to be $240 bn, double the $119 bn figure Beijing admits to and just two times less than the US defense budget. Russia’s military budget is also far larger than the official $90 bn figure; for example, many Russian ministries buy military-destined goods out of their own budgets and then give them as “free goods” to the Defense Ministry.

Just like the Soviet Union routinely understated its military spending, so do China and Russia today. Which isn’t surprising, given that China is communist, Russia is governed by an unreconstructed KGB thug, and both are on expansionist, imperialist binges.

But it gets even worse: in China and Russia, one dollar can buy several times more than the US. Which means that even if one determines Russia’s or China’s actual military budgets, that would then have to be multiplied by at least 3 to arrive at the real extent of their military buildups.

Which brings me to another lie by Freeman – that the US military is vastly superior to any competitor.

I wish it were true, but it isn’t. And Freeman, by propagating that comfortable lie, is trying to lull the American people into a false sense of security.

In fact, as I have recently demonstrated in an in-depth study of the Chinese military, the PLA, it is vastly superior to the US military by almost all metrics – and so is the Russian military.

Man for man, ship for ship, plane for plane, the Chinese and Russian militaries are far better than the US military – which will learn that rude lesson sooner rather than later.

Chinese troops are better trained, fed, quartered, and led – by true warrior leaders, not by politically correct careerists eager to please their civilian masters in Washington. They, and their Russian counterparts, are also far better equipped – with superior air defense systems (which render their airspace closed to all but the most stealthy aircraft), nuclear missile delivery systems, ultra-quiet, submarines, surface warships, fighters, cruise missiles, anti-ship weapons, and so on.

A few examples will illustrate the point.

The premier air superiority fighter of China and Russia, the Flanker, is newer, better armed, more maneuverable, better equipped with sensors and missiles, and much cheaper than the old, outdated F-15 Eagle (to say nothing of the small, uncompetitive F-16 Crappy Falcon, itself inferior even to its Chinese clone, the J-10 Sinocanard, which is far more maneuverable than most Westerners think). Their missiles are longer-ranged than any air-to-air missile in US inventory and have diverse seekers, unlike the AIM-120 AMRAAM.

Russia’s and China’s fifth generation fighters, scheduled to enter service later this decade, are all-aspect-stealthy, can carry large weapon loads over long ranges, are highly maneuverable and capable of sustained supersonic speeds, have excellent sensor aperture, and can evolve into other roles than air superiority and theater strike. The ONLY Western (not just American, but WESTERN) fighter capable of competing with them (let alone defeating them) is the F-22 Raptor, or to be more precise, evolved and enhanced variants of this aircraft. Older USAF aircraft are so old and crappy that they’re literally falling out of the sky.

None of this can be said of the sole fifth-generation “fighter” the US is developing for its Air Force, Navy, and Marine Corps: the grossly overweight, sluggish, unmaneuverable, underpowered, underranged, underarmed, non-stealthy (contrary to what Lockheed Martin claims), and hacked (by Chinese hackers) F-35 Junk Strike Fighter, AKA the Jet That Ate The Pentagon Budget. It can’t turn, climb, nor run away from a fight. In any combat situation, US and allied F-35s would be massacred like pigeons in a pest eradication program. Indeed, Freeman’s former employer, POGO, and Freeman himself have sharply criticized the F-35.

The F-35 is already woefully obsolete, even though it hasn’t entered service and won’t for many years (if ever). It has already been hopelessly obsoleted by the Flanker family of fighters, the J-10 Sinocanard, the MiG-35, the PAKFA, the J-20, the J-31, and modern Russian and Chinese air defense system (S-300, S-400, HQ-9, HQ-16, SA-11/17, Tor-M1, Pantsir-S1).

China has modern frigates, designed primarily for anti-submarine and anti-surface warfare, and Russia has the Admiral Gorshkov class. What does the USN has? A dwindling fleet of aging, obsolete Perry-class frigates and the Little Crappy Ship (LCS) that is easy to sink and has meager weaponry.

The USN does have a good class of air defense destroyers – the Arleigh Burke class – but even here China outperforms the US with its Type 052C and D destroyers, AKA Chinese “Aegis class” DDGs. Russia has 6,800 nuclear warheads, including 4,000 tactical ones. The US has 5,113 warheads, of which only about 400 are tactical. Nothing has been done to address Russia’s huge advantage in that area.

China and Russia have far better combat rifles – various variants of the famous AK-47 Kalashnikov (you can bury it in sand or mud and it will still fire). The standard rifles of the US military are the M16 and its shorter M4 variant – both of which are famous for their propensity to jam. These rifles have literally gotten thousands of US troops killed.

China alone has 100,000 naval mines, and Russia has further thousands. The USN is completely unprepared for this, with only 13 minesweepers, all operated by the Naval Reserve because the USN is completely uninterested in counter-mine warfare. The UK Royal Navy alone has more minesweepers than that (15) – all operated by the REGULAR Royal Navy.

China and Russia also have many kinds of weapons the US military simply doesn’t have at all: for example, anti-satellite weapons, supersonic anti-ship missiles, and short- and medium range ballistic missiles.

China has a wide range of supersonic anti-ship cruise missiles: the Russian-imported SS-N-22 Sunburn and SS-NX-30 Sizzler (3M54 Klub) and the indigenous Yingji family of missiles. A single Sunburn would suffice to sink an American aircraft carrier. It also has DF-21D anti-ship ballistic missiles, each of which, again, is enough to sink a USN carrier. The US has no weapons of this kind.

As for short- and medium range ballistic missiles, Russia has the Iskander-M and K, the R-500 GLCM, and the Yars-M IRBM, all fielded in flagrant violation of the INF Treaty. These missiles can reach any point on th Eurasian continent. China has DF-11, DF-15, and DF-16 short-range ballistic missiles, and the DF-21, DF-25, and DF-26 medium-range ballistic missiles, along with the CJ-10 and DH-10 cruise missiles, which can strike any target in the Western Pacific, with nuclear and conventional warheads alike – out to Guam and well beyond.

The US military USED to be the strongest martial force in the world. But alas, it no longer is. It is now DECISIVELY inferior to the Chinese and Russian militaries – by a large margin.

Shame on DefenseOne for publishing Freeman’s screed, and on Freeman for lying to the American people so blatantly.

Dassault Rafale: the most lethal non-stealthy fighter in the world

Because the only 5th generation fighter in service yet is, as of today, the F-22 Raptor – the Russian PAKFA and the Chinese J-20 and J-31 haven’t entered service yet – the era of Generation #4+ fighters hasn’t ended yet, and these fighters will still be quite useful until then. Indeed, these fighters will retain military utility (absent double-digit SAMs) for some time even after the eventual introduction of the PAKFA, J-20, and J-31.

And among these aircraft, the French Dassault Rafale is, without doubt, the most capable and most lethal one. This post will look at this interesting airplane briefly and then compare it to its foreign competitors.


The Rafale (French: squall) program was initiated in the late 1970s by the Giscard d’Estaing administration as a replacement for the Super Etendard, Mirage F1, Mirage III, and Mirage V aircraft already in service and the Mirage 2000 multirole fighters which were in the advanced design and production phase (they entered service in 1984). The Rafale first flew in 1986 and entered service in 2001.

The Rafale is designed to meet the needs of two services. The French Air Force, the world’s oldest (established in 1909), needs an affordable multirole fighter to protect national airspace and conduct strikes against a variety of ground targets: fixed structures as well as moving targets – ranging from enemy tanks and APCs to air defense system batteries and ballistic missile launchers to insurgents.

The French Navy wants an aircraft capable of the same range of ground strikes, but also one capable of defending the fleet from air attack and winning air superiority in environments where the French Air Force does not have access to any airfields.

Additionally, both services want an aircraft capable of carrying the ASMP and ASMP-A stealthy cruise missile with a nuclear warhead – currently the TN-88, and later the TNA (Tete Nucleaire Aerienne, i.e. Aerial Nuclear Warhead), as a part of France’s nuclear deterrent – France’s only defense against the most catastrophic threats.

Barack Obama’s drive to unilaterally disarm the United States, confirmed last week in Berlin at the Brandenburg Gate, shows that America’s nuclear umbrella can no longer be counted upon by anyone, because Obama and his extremely leftist party base are determined to scrap it unilaterally. Yet, there is zero chance of there ever being a world without nuclear weapons. In fact, Obama’s legacy will be a world with more nuclear weapons (but not American ones) and more nuclear-armed states in it.

This means that France cannot, under any circumstances, afford to scrap its nuclear arsenal or to cut any further. If anything, France will need to increase it. Hence, the need for a French national nuclear deterrent.

France is very, very fortunate that it has an independent nuclear deterrent, produced entirely in France of French components by French hands. France would’ve been in a terrible situation if she were dependent on the United States for any of these components like the UK is. Obama’s America could’ve simply denied France such components, just like the Kennedy Administration initially did to the UK by cancelling the Skybolt missile. But even the pro-British Reagan Administration was initially reluctant to supply Trident-II SLBMs to Britain in the 1980s.

France, on the other hand, produces all of the components for its nuclear deterrent – the warheads, the missiles, the planes, and the submarines – itself. And the Rafale is one of those components.

Combat performance

The Rafale has already proven itself in three different wars. In Afghanistan, it performed numerous ground strikes against the Taleban, sometimes with GBU-12 Paveway II bombs used against Taleban caves. In Libya, it successfully evaded Qaddafi’s woefully obsolete 1960s-vintage Soviet air defense systems and led the fight against his regime. Most recently, in Mali, the Rafale flew long distances to perform strikes against Islamic insurgents.

Thus, the Rafale is a veteran of three wars despite entering service only a little more than a decade ago, a stark distinction to all of its competitors except the Super Hornet, none of which have seen any combat whatsoever, even against obsolete Soviet air defense systems or insurgents unable to contest control of the air.

Armament, sensors, powerplant, aerodynamic and kinematic performance

The Rafale can carry more ordnance than any of its competitors, hands down. The Air Force variants (B and C) have 14, and the Navy (M) variant, 13 hardpoints. By contrast, the F-35 can carry only 4 munitions (e.g. missiles) while in its stealthy mode; the F/A-18E/F Super Hornet and the F-16 can carry only 11, and the Su-35 twelve.

For air-to-air combat, the Rafale’s two principal missiles are the MBDA’s MICA (Missile d’Interception, de Combat et d’Autodefense) and Meteor. The MICA is intended for short and medium range combat, with a nominal range of 80 kms, and has both electromagnetic and infrared seekers. The Meteor, with a 160 km range, is a radar-guided long-range (Beyond Visual Range) ramjet-powered missile similar to the American AIM-120D AMRAAM. The principal difference, of course, is the Meteor’s ramjet engine. The French MOD has already ordered 200 such missiles.

This diversity of missiles and seekers will allow a Rafale pilot to saturate his opponent in combat with a salvo of 3 different missiles at once (and remember, the Rafale can carry 13-14 missiles in total). This means his opponent, forced to duck one of the missiles, would be detected by another missile’s seeker, and thus be shot down.

Furthermore, the Rafale has the biggest gun on the market (ex aequo with Sukhoi aircraft): a hefty 30mm GIAT gun firing incendiary rounds. This makes the Rafale an excellent choice for both air to air and air to ground combat, as its 30mm rounds would provide excellent support for troops on the ground. 30mm is the caliber of the guns of most APCs and IFVs.

For air to ground combat, the Rafale can carry the GBU-12 and GBU-49 Paveway II, the GBU-24 Paveway III, the Sagem AASM bomb (with a range of 55 meters and a CEP of less than 1 meter, designed to attack both static and mobile targets), the MBDA Apache and Scalp-EG cruise missiles (designed for attacking targets such as the runways of heavily defended airfields from a distance outside the range of their air defense systems), the Exocet AM39 anti-ship transonic cruise missile, and the forementioned ASMP and ASMP-A stealthy nuclear-armed cruise missiles.

In short, the Rafale can carry a wide range of weapons, and perform air to air, air to ground, and air to sea combat well.

In particular, its Exocet missiles would, in any anti-ship battle, prove very deadly, as they did when launched by Argentine A-4 Skyhawks against British warships during the 1982 Falklands War. The warships of virtually all navies of the world are currently poorly prepared for the ASCM threat.

The Rafale’s two principal sensors are the Thales RBE2 ESA radar and the Thales/SAGEM OSF (Optronique Spherique Frontal) infrared search and tracking system (IRST system).

The Dassault Rafale is a relatively small, light airplane. Therefore, it isn’t surprising that its wing loading ratio (the ratio of its weight compared to its wingspace) is just 306 kg/sq m, the second lowest ratio on the market after the JAS-39 Gripen. Its combat radius is also impressive – 1,852 kilometers, again, the second-best in the market trailing only the F-15C/D. The Rafale also has an excellent rate of climb – 304 m/s, i.e. 60,000 ft/min. This means the plane can climb to its service ceiling (55,000 ft) in a minute.

The plane’s two SNECMA MM-2 turbofan engines provide a dry thrust of 50.4 kN each, or 75.62 kN (17,000 lbf) each on afterburner. This gives the plane a very good thrust/weight ratio of 0.988:1 in full combat load – unheard of for a modern fighter, and fully competitive even with 5th generation American, Russian, and Chinese fighters.

The one thing that somewhat lets the Rafale down – other than its 55,000 ft ceiling – is its speed of Mach 1.8, compared to Mach 2 or more for most other fighters. However, its principal competitor, the F-35, is worse at just Mach 1.61 and 43,000 ft. Moreover, it is not a mechanical flaw, but rather the product of a deliberate design aimed to optimise the Rafale for the by far predominant type of aerial combat – namely, close, within visual range combat. In that regime of A2A warfare, neither speed nor ceiling would be a significant issue; the predominant factors are agility, pilot visibility, sensors, gun caliber, and the quality and quantity of WVR, infrared-guided missiles.

And by these factors, the Rafale is the best, with a superlative wingloading ratio, excellent pilot visibility in all direction, superlative radar and IR sensors, a 30 mm gun (the biggest fighter gun caliber in the market), and a load of up to 14 (but usually 10-12) MICA infrared- and electromagnetically-guided missiles with a range of up to 80 kms.

IR-guided WVR missiles typically have a Probability of Kill of 74%, according to research by Air Power Australia. Therefore, if a Rafale fighter begins a mission armed with 2 Meteor and 12 MICA missiles, then, even if its 2 Meteors hit nothing, its 12 MICA missiles will kill 8 enemy aircraft.

Comparison with the competitors

In comparison with the Dassault Rafale, all of its Generation 4+ competitors, with the limited exception of the Typhoon, look miserably.

The F-35 Lightning II – marketed by Lockheed Martin as a stealthy multirole fighter that can do everything and meet the needs of three US Services and many allied countries – fails the test miserably. Its wing loading ratio is 481 kg/sq m even at a 50% combat load, and 529 kg/sq m in full combat load, making it way too heavy for close combat. Its speed of Mach 1.61 and ceiling of 43,000 ft are decisively inferior to that of the Rafale (and all other Generation 4+ and 5th generation fighters in the world), as is its maximum combat load (in stealthy mode) of 4 missiles. Even in nonstealthy mode, it can carry only 8 missiles.

Moreover, the F-35 is “stealthy” only in the X-band, and only from the front and the up. From the belly and the rear, it isn’t stealthy at all, due to its deeply sculpted belly and its round, nonstealthy, muffin-shaped engine (which could be destroyed with a single round from the Rafale’s 30mm gun, thus bringing the F-35 down).

The F-35 program, in short, is nothing but a Ponzi scheme designed to earn Lockheed Martin money at the expense of US and overseas taxpayers.

The F/A-18E/F Super Bug, sometimes touted in the US and Canada as an alternative to the F-35, also fails the comparison miserably, with its aerodynamic and kinematic performance also decisively inferior to the Rafale’s. It has a wing loading ratio of 459 kg/sq m even with a mere 50% combat load; a T/W ratio (at full load) of just 0.93:1, well below the 0.99:1 of the Rafale. Its service ceiling is only 50,000 ft – 5,000 less than for the Rafale. Its rate of climb is a pathetic 228 m/s, and its combat radius a paltry 722 kms. And it can withstand only 7.6 Gs, while the Rafale can withstand a full 9Gs, the most a human pilot can withstand.

In short, both the F-35 and the F/A-18E/F Super Bug are decisively inferior to the Dassault Rafale. Buying either of these aircraft is a recipe for military inferiority and for losing control of the air. Both of them also have a tinier gun – only 20mm caliber.

The JAS-39 Gripen can compete with the Rafale only in the close combat regime, with a wingloading ratio of 283 kg/sq m (the lowest on the market) and a T/W ratio of 0.97:1 at full load (still inferior to the Rafale). It also has a decent max speed of Mach 2. However, its combat radius is very small, at just 800 kms, and it can carry only 8 missiles – as opposed to the Rafale’s 13-14. This means that, in combat against the Gripen, a Rafale pilot would get as many as 5-6 freebie shots at the Gripen.

Most troublingly of all, the Gripen, like the Super Bug, has a ceiling of only 50,000 ft – it can fly no higher than that. This makes it a non-player in the BVR regime, like the previous two competitors. Their missiles, to hit a Rafale, would have to climb steeply uphill, while the Rafale’s superior max ceiling would add to the nominal range of its missiles.

The next competitor is the F-15SE Silent Eagle. This aircraft, however, is not a development from the F-15C/D  air superiority Eagle, but rather, the F-15E Strike Eagle, and has mostly the same performance parameters. It has decisively inferior thrust/weight (0.93:1) and rate of climb (254 m/s, 50,000 ft/min) ratios. Its gun’s caliber is only 20mm. Its service ceiling, at 60,000 feet, is not much better than the Rafale’s, and its combat radius, 1,840 kms, is essentially the same as the Rafale’s.

The only significant advantage it has over the French fighter is speed: over Mach 2.5+. This, by itself, however, is not enough to make it a better fighter, nor to make it a good air superiority fighter. This is no surprise, because, as its name says, the Strike Eagle is intended to be a strike jet, not an air superiority fighter.

The next rival is the Sukhoi Flanker family, the most capable member of which is the newest one – the Su-35. Like the F-15E/SE, its only significant advantage over the Rafale is speed – and at only Mach 2.25, it’s even less pronounced than with the F-15E/SE. Its service ceiling (59,100 ft) is not much better than the Rafale’s (55,000 ft).

Meanwhile, its wingloading ratio, at 408 kg/sq m, is disastrously inferior to the French fighter’s 304 kg/sq m, making the Su-35 a non-player in within visual range combat where any Rafale is present, and an inferior rate of climb at 280 m/s. Its stated thrust/weight ratio of 1.13:1 refers to a 50% combat load only, not to a full combat load, the data for which is unavailable but may very well be inferior to the Rafale’s. The only criteria in which the Su-35 has parity with the Rafale are those of armament – 14 hardpoints and a 30mm gun, exactly as with the Rafale.

And so we come to the Rafale’s last rival, the Eurofighter Typhoon. This aircraft has a good thrust ratio (1.07:1) at a full fuel and armament load, but it’s not much more than the Rafale’s 0.99:1.  Its rate of climb (315 m/s, i.e. 62,000 ft/min) and top speed (Mach 2) are also only slightly better than the Rafale’s and do not justify the Typhoon’s much higher cost (£125 mn per copy). The Typhoon’s service ceiling, 55,000 ft, is the same as the Rafale’s, the wing loading ratio (312 kg/sq m) is slightly inferior, and its combat radius is decisively inferior: just 601 km for a lo-lo-lo mission, and 1,389 km for a hi-lo-hi mission – better than the former, but still much less than the Rafale’s 1,800+ kms.

The Typhoon’s 27mm gun caliber is slightly smaller than the Rafale’s, and it can carry 13 missiles – the same as a Rafale M, one missile less than the Rafale B/C variants.

So the Typhoon is slightly better than the Rafale on 3 parameters, slightly inferior two, equivalent on two others, and decisively inferior on one. In other words, by most criteria, the Typhoon is either inferior or barely keeps parity with the Rafale – hardly a justification for the Eurofighter’s much higher cost.

Another advantage the Rafale has over the Typhoon, the Gripen, the F-15E/SE, and so far also over the unproven F-35C (which has suffered notorious tailhook problems and has never taken off from a carrier) is the fact that the Rafale can operate from aircraft carriers and has done so since 2001. The Typhoon, the F-15, and the Gripen don’t have a naval variant and the first two never will, as they are too heavy to operate from carriers.

So why has the UK never purchased the Rafale for its two new aircraft carriers undergoing construction?

Because of purely political issues: pressure by the Lockheed Martin Corporation and the British aerospace lobby. The former has successfully lobbied the UK government to stay in the F-35 program at a high cost to the British taxpayer, even though not a single F-35 will enter Royal Navy (or RAF) service for many years, if ever. The latter, for its part, was lobbying the British government to develop a navalized Typhoon variant, even though such an aircraft is not feasible without substantial changes to the Typhoon’s design, as the aircraft is simply too heavy for carriers.

This is why repeated French proposals to sell the Rafale to the UK have been rejected despite the significant warming of British relations since 2006 and especially since 2007 under President Sarkozy. Had the UK accepted the French offer in 2006 – at the same time when British ministers were begging the US to make the F-35’s development codes available to London – the Rafale would’ve been available for RN (and RAF) service by now. (And had the UK not delayed the construction of its two new carriers, the Rafale would’ve been flying off their decks by now.)

The Rafale was rejected for purely political, not military, reasons.

The reality confronting all nations that don’t have cozy relations with Russia or China is simple. They will either procure the Rafale – the best Generation #4+ fighter in the world – or they will see their air forces emasculated and rendered impotent, irrelevant, and useless. This applies, inter alia, to Canada, Australia, the UK, the UAE, South Korea, Poland, Spain, and others. For the time being, it also applies to nations that have friendly relations with Moscow and Beijing, such as Malaysia, Brazil, and Italy, because their PAKFA, J-20, and J-31 fighters won’t be available until later in this decade. While the Dassault Rafale is available right now.

A response to the anti-American BS written by Ted Belman

Today, a virulently anti-American article written by Ted Belman was published on the Internet. Guess who published it?

Was it one of the usual suspects? Der Spiegel? The Guardian? Liberation? Le Monde?

Nope. The website on which it has been published is “the American Thinker”.


Belman is a crappy writer biased in favor of the country where he lives (Israel); he’s a virulent enemy of anyone who doesn’t support a one-sided foreign policy in favor of Israel and continued wars with Muslim countries; and he has already submitted several biased, ridiculous, laughable articles to AT.

Nonetheless, this article is the worst one ever published on AT, because not only is it factually wrong, it also smears the US.

Belman accuses the US of maintaining an “unholy US/Muslim alliance” directed against Israel and believes that this alliance is motivated by greed and oil. (See below.)

Belman, parroting Avi Lipkin (an IDF spokesman), has accused the US of tolerating the Holocaust and of allying with the Arab world (whose oil was supposedly a key factor as early as the 1930s and the 1940s) to enable it. Furthermore, to Lipkin’s questions directed towards Americans, “And now you mean to say that it is going to happen again? You guys are going to sacrifice 5 million more Jews in Israel for the barrel of oil?”, he answered affirmatively, meaning that Belman believes the US plans to sacrifice 5 million Israeli Jews for a barrel of oil and allow a second Holocaust. The truth is that Israel is not threatened with a second Holocaust. Why? Because militarily, it’s the strongest ME country by far. It is the only ME country that possesses nuclear weapons; it has a missile defense system; and its conventional troops are far superior to those of its Muslim competitors. As a study by the Tel Aviv University admitted, “the strategic balance decidedly favors Israel”. Who the hell can threaten Israel, anyway? Egypt and Jordan are militarily weaker than the Jewish state, and they’ve signed peace-treaties with it. Saudi Arabia has offered to do so. The Palestinian Authority barely possesses a police, let alone an army that could threaten Israel. Syria no longer has a Soviet patron to resupply it (although Russia backs it), Iraq has been devastated by two Gulf Wars, and Iran is hundreds of miles away from Israel.

Belman falsely claimed that “The State Department negotiated UNSC Res. 242 at the end of the war, which allowed Israel to remain in occupation until she had an agreement for “secure and recognized borders.” But the Arabs refused to accept it.” This is also a lie. Resolution #242 does not Israel to continue the occupation of ANY Arab territories, under any circumstances; and it calls for “secure and recognized borders” for EVERY country in the Middle East, not just Israel. Furthermore, it calls on Israeli troops to withdraw from ALL territories occupied during the Six Day War (the English text of the resolution itself does not contain the definite word “all”, but it nonetheless means “all”; as was understood by all UNSC members at the time).

Belman also falsely claimed that after 1975, “the U.S., at first surreptitiously and then openly, backed the PLO. She saved them from Israel’s coup de gras in Beirut and enabled them to be welcomed in the United Nations and in the U.S.” This is utterly false. The US never backed the PLO and the only US President to ever meet with the PLO’s leader was Clinton.

Belman, who knows no shame and no moral limits, asked, “Remember how sick Rabin looked when he was forced to shake the hand of the arch-murderer Arafat on the White House lawn under the auspices of the smiling President Clinton?” Actually, Rabin was killed not by the “arch-murderer Arafat”, but by an Israeli, Yigal Amir, who admitted that he killed his own Prime Minister because of the Oslo Peace Accord. It is ridiculous and arrogant for Belman to use Rabin as a cover for his anti-American and anti-Arab BS.

Belman also lied that “While the U.S. maintains that the final agreement had to be negotiated between the parties, the U.S. puts a “gun” to Israel’s head during negotiations. The peace process is all about reaching an agreement predetermined by the Saudi/U.S. alliance.” Quite the contrary. Although successive Administrations have backed the PP, they accepted only agreements and proposals that are acceptable to Israel; no US Administration has ever pressured Israel to accept an agreement or proposal it didn’t like; and no US Administration has ever forced Israel to conduct policies Israel itself opposed. During the 2000 Camp David summit, the American delegation did not offer its own independent proposals, took clues from Ehud Barak, and coordinated with the Israeli delegation in advance. One of the American delegates to that summit, Aaron David Miller (an advisor of President Clinton), admitted that “we functioned as Israel’s lawyer”.

The only Administration of the last 49 years that even TRIED to pressure Israel to moderate its policies was the Bush Administration, which, however, capitulated to Ariel Sharon two times.

The most absurd part of Belman’s completely ridiculous article, however, is his implicit endorsement of Mordechai Nisan’s claim that “ the U.S. has long sided with the Arab world. (…) The U.S. arms Egypt, Saudi Arabia, and the PA. Now she is also arming the Lebanese army, which is controlled by Hezb’allah. Who else but Israel is the target?”

The claim that the US has sided with the Arab world is utterly ridiculous. So is the companion claim that the US has sided with the Arabs against Israel. Every US Administration of the last 65 years, except the Eisenhower Admin, has backed Israel, often against Arab states, and always at the expense of America’s relations with the Arab world an America’s national interests.

Since 1967, the US has given Israel tens of billions of dollars for free. It gives Israel $3 bn per year, more than the amount received by any other FMF program beneficiary. This amounts to $500 per year per every Israeli. This largesse is suprising, given that Israel is a wealthy industrial state comparable with South Korea, with a per capita GDP of ca. $26000. Also, Israel, unlike all other recipients, receives in annually and can thus interest on it, and, again unlike all other recipients, is not required to spend all of it in the US. It is allowed to use 25% of the annual sum to finance its own defense industry. It is also never forced to account how the money is spent. Sometimes, it spends the money on bulldozers that raze Palestinian homes, or on the settlements that it builds in the ruins of already-razed Palestinian homes.

The US gives Israel intelligence information it denies to other countries, including NATO allies. Nonetheless, Israel believes the US is not generous enough, spies on the US, and has passed on American secrets to America’s enemies, including the Soviet Union. Jonathan Pollard did so in 1985 – at the same time that the Reagan Administration was negotiating with the Soviet Union on such important issues as intermediate-range ballistic missiles and the USSR’s abysmal human rights record. Since 1982, the US has vetoed over 30 UNSC resolutions critical of Israel, thus vetoing more UNSC resolutions than all other permanent members of the UNSC combined.

In 1973, the US risked an Arab oil embargo (which devastated the US economy and seriously harmed other Western economies) by resupplying Israel during the Yom Kippur War to the tune of $2.2 billion in terms of free equipment delivered for free.

And regarding American arms sales, on which Belman commented that “The U.S. arms Egypt, Saudi Arabia, and the PA. Now she is also arming the Lebanese army, which is controlled by Hezb’allah. Who else but Israel is the target?”, it must be underlined that the US annually sells Israel more weapons than it does to any Muslim country, and the weapons sold to Israel are always of higher quality than those concurrently sold to Muslim countries. Obama Administration officials have even publicly admitted that they sell weapons to Muslim states only if Israel approves, and only weapons inferior to those possessed or ordered by Israel.

For example, Israel has been allowed to buy dozens of F-35 jets, and was even offered F-22s (which no other country was even allowed to buy, and neither the DOD nor the Congress were even willing to consider allowing other countries to buy them). The best fighterplanes that the Bush and Obama Admininistrations have offered to Arab countries are F-15s, aircraft which first flew in 1974. No Arab country was ever offered F-35s or F-22s. Even such reliable longtime allies as Japan and Australia were not allowed to buy F-22s, while Britain was denied the source code for F-35s. Because Saudi Arabia wants modern, capable fighterplanes, it had to order EF-2000 Typhoon jets.

Israel has been allowed to buy high-quality weapons for decades, even though it has repeatedly transferred American weapons to America’s enemies, such as China, the deadliest foe of the United States.

So the accusation that the US is arming and has been arming Arab countries against Israel is ridiculous.

Belman complained about America’s ties to Turkey and Pakistan, and the muted criticism of how Saudi Arabia and Egypt treat Christians. Belman is blind to the fact that, with the exception of the alliance with Pakistan, all of these links are absolutely necessary. The US was right to bring Turkey into NATO, and it is right to back Turkey’s application to join the EU. Turkey is one of the most important allies the US has, unlike Israel.

Belman also lied that “the Turkish Muslims slaughtered one and a half million Christian Armenians during WWI, to little Western condemnation. This silence gave Hitler confidence twenty years later that he could slaughter the Jews.” The West has repeatedly condemned Turkey, and this genocide remains one of the reasons why Turkey hasn’t been admitted into the EU yet. Plus, this massacre had nothing to do with the Holocaust perpetrated by Nazi Germany. Hitler was motivated by his own racist ideology, and Nazi camps were killing people even as late as 1944.

Belman also lied that “Recently, Turkey turned Islamist and aligned itself with Iran, Hezb’allah, and Hamas, but still President Obama stands by Turkey.” Turkey is a strictly secular state (although the AKP party sympathizes with Muslim countries), and has remained such a country to this day. The Constitution of Turkey is proof of this, as is the continued veneration of Turkey’s first president, Ataturk.

Belman also made another slanderous accusation against the US: “President Obama’s much-pursued Muslim outreach merely makes public what has been a covert reality for American policy for a hundred years.The Islamic countries can do no wrong. They have all the oil and money. Israel can do no right. They are a pain in the globalist’s butt.” No American official has ever said that. Nor has any prominent American politician ever said that. Moreover, politicians of both parties are biased in favor of Israel, because they know the political fact that if they don’t reflexively back Israel regardless of Israeli policies, they can’t win elections.

Belman concluded his article with these words:
Avi Lipkin understands this. He is advocating for an alliance between Israel and the Evangelical Christians as a bulwark to the plans of the unholy American/Muslim alliance. Only with such an alliance can America and Israel, as we know them, be saved.”

Actually, Mr Belman, America doesn’t need you as a savior. Not you, a guy who has written slanderous anti-American vitriolic comments that are more fit for the Pravda, the Global times and Der Spiegel than for AT. Not you, a virulent enemy of the United States who hates anyone who doesn’t believe that the US shouldn’t reflexively favor Israel against the Muslim world. Not you, an enemy who has spit on the US despite the fact that America has been extremely generous towards the US for the last 59 years.

Everyday you should be thanking the US that it still backs your country.

The US can reform itself without you, and will surely do well without you.

The Defense Reform Proposals Package – the 11th edition

Ever since 2008, I’ve been posting proposals of real reforms of the DOD (as opposed to the pseudoreforms instituted by Bob Gates). I publish the complete, updated, comprehensive package of defense reform proposals (which I dubbed the DRPP) every month. This is the 11th edition of the DRPP. It includes all the reforms necessary to eliminate the flaws of the US intel community identified by the WaPo (which exaggerated them and the USIC’s budget). It also includes additional reforms necessary to confront cyber threats. America’s enemies, including China and Russia, are using cheap programs and skilled hackers to attack American cyber networks.

Last month, Gates promised that he would work with “think-tanks, academia and others” to develop proposals to reform the DOD. Below are my proposals.
In this article, I’m presenting all the reform proposals that I have devised to date (including 135 annual cash saving reforms):
A) Healthcare cost and benefits reforms
1) American troops should be immediately withdrawn from Iraq.
2) The DOD should stop sending ordinary MRAP vehicles and conventional armored vehicles (tanks, IFVs, APCs, Humvees) to Afghanistan and start using small MRAP vehicles there instead (because ordinary MRAP vehicles, AKA big MRAP vehicles, often roll over). This will radically reduce healthcare costs for the DOD and the DVA, and reduce the costs of replacing vehicles that have been written off.
3) As for other IED-intensive theaters, the only vehicles sent by the US military to those theaters should be mine resistant vehicles such as RG-32s, RG-33s, Stryker-based ambulances, Cougars, Casspirs, etc. (but not RG-31s).
4) M113s, including M113-based ambulances, must bewithdrawn from all theaters, and eventually retired and replaced with GCVs or Strykers and Stryker-based ambulances. These four reforms would protect American soldiers from mines, thus reducing healthcare costs and vehicle costs.
5) Military housing projects should be built, whenever possible, on lands already owned by the Federal Government.
6) The bureaucratic labyrinth that harms many wounded soldiers should be radically reduced; the budget of the DVA (Department of Veterans’ Affairs) should be reduced (if possible) – DVA should provide good services to American vets at a low cost.
7) Backlogs of claims of DVA benefits must be eliminated and so should be the bureaucracy that created them.
The bureaucratic hurdles and long waits that American vets complain about should be eliminated; the waits should be short.
9) The DOD and the DVA should have a unified benefits-for-vets system.
10) VA hospitals should be privatized if this would reduce VA healthcare costs.
11) Only military personnel, their relatives, veterans, DOD officials and the President should be allowed to use DVA and DOD hospitals. (Currently, Members of the Congress are also allowed to use these hospitals, with the DVA or the DOD paying the costs.)
12) All DVA and DOD hospitals must adopt electronic health records to reduce costs.

14) Religious workers (priests, pastors, pops, rabbis, imams, et al.) should always be available to all veterans.

16) DOD hospital staff and DVA hospital staff should be legally obliged to ensure that their patients will not overuse prescription drugs and will not drink alcohol. 17) Spanish-speaking personnel of DOD hospitals must always be called upon to help Spanish-speaking troopers and vets. All recruits who don’t speak English must be taught this language after they join the military.
18) Because 88% of American troopers believe that current Army literature for DODH patients is useless, the Army must prepare a handbook called “the handbook no one gets”, which would explain how outpatients live.
19) The complex disability benefit process must be simplified and its costs curtailed.
20) The number of documents a soldier is required to file with the DOD must be reduced from the current level (22); the 8 commands he must file them to must be merged with each other (thus creating a single command); a single information system should be used to process all forms (rather than 16 different inf. systems); the Army’s 3 personnel databases must be merged; the new single Army personnel database must be able to interact with the separate pay system and the medical recordkeeping databases. 21) Forms and records must always be kept on the military’s databases and at DOD hospitals, and must never disappear (the disappearance of forms and records is the most common reason why troopers languish at WRAMC); the name and photo of every trooper who ever served in Iraq, Afghanistan, Vietnam and other warzones must be entered to the apropriate databases and sent to all DOD and DVA hospitals.
22) “Civilian care coordinators” and case managers must be well-trained by the DOD or the DVA and and must understand the DOD medical system. When hiring them, the DOD and the DVA should always choose experienced DVA or DOD employees and experienced vets who have used the DOD system or the DVA system. 23) Every hospital platoon sergeant and every case manager must keep a written list of all patients assigned to him, the wars during which they fought, and their sigs, and must always have a copy of that list in his pocket.
24) Troopers should be allowed to use umbrellas at military hospitals. They should also be given winter clothes. Amputees and troopers whose legs or arms are broken shouldn’t be required to wear uniforms. DOD hospitals should try to devise a way other than a formation (which soldiers hate) to “keep track of their patients”. 25) The staff and the platoon sergeants of DOD hospitals should eliminate all rodents at DOD hospitals.
26) Hospital cafeterias must be located close to hospital rooms.
27) Injured soldiers (except lightly injured soldiers) shouldn’t be obliged to guard military hospitals – healthy soldiers should serve as their guards.
28) The streets and boroughs surrounding military hospitals must be purged of drug dealers by municipal PDs, state PDs and the FBI.
29) Paperwork for new uniforms must always be kept at appropriate desks, and must never disappear. Troopers who lack new uniforms must be provided with civilian business attire as interim solutions (they need appropriate attire for their Purple Heart ceremonies). 30) DOD hospital staff must fight all kinds of stachybotrys, including black mold, and must fight cockroaches and any other insects that invade DOD hospitals. (http://en.wikipedia.org/wiki/Black_mold)
31) Every DODH platoon sergeant and every DODH employee must study all of his patients.

33) The Service Secretaries should review all military hospitals and, if they can, merge them with each other to reduce installation costs (just like Walter Reed is scheduled to merge with Bethesda Naval Medical Center). Hospitals should be merged with the BNMC, Fort Detrick, the Dewitt Army Hospital, or other hospitals. The medical unit based at Bolling AFB should be relocated to Andrews AFB. Other hospital mergers and unit mergers should be decided by Service Secretaries. 34) All records of veterans retired from the military should be stored exclusively by the DVA. The DOD should store the records of currently-serving servicemen and send these records to the DVA when these servicemen retire (but maintain the copies); and it should give the DVA any records it asks for. It shall manage the records together with the DVA.
35) The number of forms and signatures required of veterans by the DVA should be significantly reduced. The DVA should use all the information it has about veterans before it asks them for any further information, forms, or signatures. 36) Burger King, KFC, McDonald’s, Pizza Hut, and Popeye restaurants should be banned from all American military installations in the US and abroad. Junk food should be banned from all American military installations, as well as OCSes, military academies, military colleges, and DOD-sponsored schools. 37) All members of the US military should be required to perform an annual physical test consisting of e.g. 36 push-ups. If they don’t pass it, though, they should be allowed to try to pass the test again. Members who are too obese to serve should be allowed to physically exercise and pass the physical test before they are discharged.

38) The Congress should ban junk food from all schools across the US, and require all American children to pass a comprehensive physical exam every 4 years. It should be required to graduate from elementary school and high school. It should entail: 1) push-ups 2) sit-ups 3) runs.

39) Cigarettes, cigarette machines and cigarette sellers shall be banned from alll American military installations (in the US and abroad) as well as OCSes, military academies, military colleges, and DOD-sponsored schools.

42) The US military should hire only physically-fit, non-obese individuals; yoga should not be taught to recruits; recruits should be required to do pushups, sit-ups and runs. Schools and parents must force American youngsters to do exercise frequently, and the percentage of youngsters ineligible to join the US military must be reduced from the current level (75%). 43) The military retirement age should be increased to 70 years of age. Military personnel should be entitled to a military pension after they serve for 30 years (which should be the baseline service period for military benefits). 44) The DOD’s HC programs must be restructured and reformed so that they will function like free-market programs.

45) Military personnel dependents older than 18 years of age should not be eligible to use the DOD’s HC programs. It is ridiculous to claim that 26-year-old people are “children”.

Aside from these reforms (including 23 cost-controlling methods), the DOD and the DVA could certainly devise additional ways of healthcare cost reduction if they wanted to. The goal should be to reduce the annual total cost of the DOD’s HC programs by 60%, from $50 bn proposed for FY2011 to $20 bn. B) Procurement methods
1) Economies of scale should be implemented. Large quantities of ships and planes (e.g. Virginia class submarines and F-35 planes) should be ordered to bring prices down. For example, the order for F-35s should be increased by 1285 planes.
2) The DOD (and all other governmental departments) should _always_ sign fixed-price contracts (they don’t do that now, the grim result being that contractors hike prices after contracts are signed).
3) Whenever a contractor of any governmental department (e.g. the DOD) allows a large-cost overrun to happen, the guilty contractor should be punished (the US government does not do that at present even though it legally could).
4) The US government should sign free trade agreements with raw material supplier countries (including titanium producing countries) to bring the prices of raw materials (including titanium, which is used to produce F-22s among other things) down.
5) The Defense Business Board (a subversive, traiterous organization) and the Office of Net Assessment should be abolished.
6) The procedure for the acquisition of military equipment by the DOD should be as follows: when the DOD decides to order a new weapon type, it should first send RFPs and tell candidates what the exact requirements of the DOD are. After candidate corporations submit their proposals, the DOD should objectively evaluate them according to the requirements earlier stated to these candidates, and choose the best offer, regardless of local politics. For example, in the KC-X program, the DOD should choose whichever tanker type is the best one, regardless of the protests of trade unions and certain regionalist members of the Congress.
7) Program requirements should never change (except for exceptional circumstances) after the deadline for candidate corporations to submit bids. Poland committed this mistake several times.
The US government must stop printing money, and must adopt the gold standard.
9) To further drive weapon costs down, the DOD, the DOS and the White House should permanently conduct a huge campaign of promoting American weapons abroad in order to receive foreign contracts for American weaponry. Currently, foreign orders are small. For example, in Poland, which has thousands of various obsolete Soviet weapons (e.g. An-2 and An-28 utility planes, Su-22 and MiG-29 fighterplanes, Mi-2 and Mi-8 transport helicopters, Mi-24 Hind attack helicopters, and BMP-1 IFVs), the US government should offer Poland replacements for those weapons (e.g. M1 tanks, F-35 jets, M2 IFVs, M1 tanks and AH-64 helicopters). All other Eastern European NATO countries, as well as Georgia and Ukraine, should also be offered American weapons as replacements for their Soviet weapons. For Britain, the UK MOD should be invited to participate in the SSGN-X program, allowed to buy new SLBMs in America, asked to order additional F-35s, and given a complete TOT of F-35 technology. In France, America should offer KC-767 tankers as replacements for France’s obsolete B707-derived tankers, and RQ-4 Global Hawk aircraft or P-8 planes as replacements for France’s obsolete Atlantique-2 planes. Finland, South Korea, Japan, Greece and Spain should be offered F-35s to replace their obsolete fighterplanes. As for Taiwan, it should be allowed to buy whatever conventional weapons it wants to buy (incl. F-35s), and required to buy large quantities of American weaponry. All countries which use M60 Patton tanks should replace them with new Abrams tanks (not tanks of the US military). The US government should lobby heavily on behalf of American corporations bidding for Indian military contracts. In Israel, the Israeli MOD should be asked to buy hundreds of American jets, and American armored vehicles as replacements for Soviet vehicles. Japan should be asked to significantly increase its military spending and order dozens of new ships and aircraft. America should offer to sell Brazil aircraft to replace obsolete Brazilian AF training gliders, tankers, Hercules transport planes, fighterplanes and helicopters. Italy should be asked to enlarge its carrier fleet and its orders for F-35s. Super Hercules planes should be offered to the Saudis and the Israelis so that they would be able to replace their Hercules-E and Hercules-H planes; their old Hercules planes should be sold to the US military for reclamation. The RSAF should also be offered replacements for its other obsolete aircraft (e.g. F-15s, F-16s or F/A-18s as replacements for its 87 obsolete Tornado IDS planes). The Saudi Army should be offered additional M1 tanks to replace its obsolete AMX-30 and M60 tanks, M2 Bradley IFVs to replace its obsolete AMX-10P IFVs, M119 howitzers to replace its obsolete M102 howitzers, and Stryker APCs to replace its obsolete M113 APCs and EE-11 Urutu APCs. 19) The USAF’s crucial CSAR-X program (which was supposed to yield replacements for the USAF’s Combat Search And Rescue Helicopter Fleet) was cancelled in April 2009 by Bob Gates. I have developed an alternative way to replace the USAF’s vintage CSARH fleet: buy 141 (or more) casual HH-47 Chinook helicopters or H-60 Black Hawk helicopters and modify them for the CSAR role (as was done with the USAF’s first MH-60 helicopters – they weren’t purpose-built CSAR aircraft, but rather modified H-60 helicopters). Black Hawks and Chinooks (not CSAR helicopters) are currently being procured by the US Army and the USAF anyway, and have been procured for many years. As interim helicopters, the 27 H-1 Iroquis helicopters currently parked at AMARC, all H-34 helicopters currently parked at AMARC, all H-46 helicopters parked at AMARC, and all H-53 helicopters currently parked at AMARC, should be recommissioned and modified for the CSARH role. 20) The US military should replace its UH-1 Iroquois utility helicopters and its UH-1N Huey utility/SAR helicopters with the same type of aircraft that will replace the USAF’s obsolete MH-60 CSAR helicopters. Levin is the same anti-military liberal who, during the Clinton era (and during other times), argued against military procurement and against increases in military spending.
There are only a few pseudomilitary procurement programs which should be closed. Here are those programs:
1) The presidential helicopter fleet modernization program (which replaced the VH-71 program) should be closed. The DOD should order 12 VH-60 helicopters instead.

4) The Navy should end the LCS program with the order for the 4th vessel and order 51 Ocean Patrol Cutters or Offshore Patrol Cutters (like the ones the US Coast Guard has ordered) or NSC vessels, to significantly reduce program costs. Such a reform will save the DOD $530 mn per each vessel. As Adm. James Lyons suggested, “The program should return to its original target of $220 million per ship and combine with the U.S. Coast Guard to build a dual-purpose ship with a credible integral combat system that can meet limited warfare requirements. This very different ship should be built in large numbers as part of the coming Ocean Patrol Cutter Program. Such a change would achieve huge savings for both the Navy and the Coast Guard tied to large production numbers. 16) The cost of the administration of the Department of the Army must be reduced by 25%, from $13.786 bn to $10.3995 bn.

1) Reduce the aggregate number of civilian employees of the three service departments by at least 50%; The number of DOD speechwriters must be reduced by 50%; the number of DOD advisors must be reduced by 25%.
2) Radically reduce the number of generals (Russia plans to reduce the number of serving Russian generals from 1100 to 900). The number of generals and admirals should be reduced to no more than 776 (the pre-9/11/2001 number) from the current number (876), and preferrably to 700. Replace M1 Abrams tanks with AMX-56 Leclerc tanks or a new American tank type that would have only 3 crewmembers per tank (thus reducing the number of tankmen in the US military by 25%).
9) The posts of the Vice Chairman of the JCS, and the Administrative Advisor of the SECAF should be abolished as should be the entire Environmental Division of the CNO’s Office, the AFIS and the AFPS; the military bands of the USAF, of the USMC, of the USN and of the US Army (except their central bands) should be dissolved.

For example, the USAF’s entire Hercules fleet of the non-Super-Hercules variants should be replaced by Super Hercules planes (as should be the Hercules planes of the non-Super-Hercules variants owned by foreign AFs); the USMC’s KC-130 tanker fleet should be replaced by tankers derived from Super Hercules planes. The USAF’s obsolete CSAR helicopters should be replaced with new MH-53 or new MH-60 helicopters, or other CSAR or multi-purpose helicopters, but these must be new. 3) Strip the two remaining reserve battleships of the USN, the USS Iowa and the USS Wisconsin (and two decommissioned battleships, USS Alabama and USS Massachusetts) of their guns, then sell the 2 reserve battleships (Iowa and Wisconsin) to scrappers. 3) All retired ships mothballed at NIMSF Philadelphia should be moved to other NIMSFs.

Also at Niagara, distribute the eight KC-135R aircraft of the 107th Air Refueling Wing (ANG) to the 101st Air Refueling Wing (ANG), Bangor International Airport Air Guard Station, ME. The 101st will subsequently distribute the remaining 8 tankers to Bangor AGS, and 16-17 new C-130Js should be ordered and parked at Niagara, and a new Airlift Wing should be established at that base.
13) The 77th Brigade of the US Army and the AFRC (Reserve Center) should be relocated from Fort Totten to Fort Dix. Subsequently, Fort Totten should be closed.
14) The 2nd Battalion, 228th Aviation Regiment, of the 244th Aviation Brigade of the US Army should be relocated from Horsham (PA) to Fort Eustis (VA).
15) The Pitt US Army Reserve Center should be relocated to Fort Dix (NJ).

83) Except the official website of the DOD, all DOD websites must be in secure networks (the HTTPS protocol). The operative systems of DOD computers and their anti-virus programmes and “firewalls” must be updated daily. The NSA should establish a partnership with the US Cyber Command and develop active defense programs that will enable military IT specialists to track down and fight enemy hackers. America should forge a collective defense cyber alliance not only with Britain, Australia and Canada, but also with the Czech Republic, Georgia, Japan, South Korea, Lithuania, Estonia, Colombia, Romania and the Philippines. The time it takes for an IT program to become operational after it has ben funded for the first time must be reduced from 81 months to 12 months. Some protective programs against rogue code, including so-called “logic bombs”, and against remotely operated “kill-switches” and hidden backdoors (which can be written into the chips and physical buses used in military hardware) must be developed and installed on all computers of the DOD. The total annual savings would be $60.269 bn. The unknown savings, which are impossible for me to calculate, would certainly be significant, too. I would spend 100% of the savings every year on equipment and on additional USAF wings.
